Seems to be public harassment and heckling by voice.
Often just amounts to people being fed lines to make sure they say around you loud enough that you can hearcontaining your Theme/trigger/buzz Word or Code Key about your life or your recent or upcoming activities based on the surveillance data you receive.
Its meant to freak you out because those people people shouldn't have that kind of info without performing Surveillance.
To catch wind of something is to hear about it.
