This is a really large psyop (and it may also just be true) that perpetuates the idea that within the IC there are competing factions that largely divide themselves by race and, lower than that, political, moral, or religious ideology. The general state of this is that the whites are in the lead by virtue of controlling the military industrial and prison industries. Asian folks are up next in China and everyone else is basically lagging behind as a result of colonization, resource plundering, slavery and the Jim Crowe era, and, if you ask the whites, just not being as good (while they hold you at gunpoint).
