Someone you can call on the phone? An SO? A handler? have not figured this one out yet
Update: I think this is an asset that has to communicate with their handler with a phone because they are not yet ready, aware, or skilled enough to use their Brain to computer interface

Could just be someone who’s phone you tapped or have access to the tap for. Especially if the audience is not yet aware of BCIs/their capability.
