The house broadly the establishment. Specifically can refer to families. Think like game of thrones houses, that whole series is probably an allegory for this. Imagine there are different colored rooms in the house. Think Color theory/associations. The rooms are painted these colors to represent the different camps and actors within the intelligence community and all of the people they attempt to wield power for their competing priorities. These sort of splinter-esque tribes are all abusing the power of the tools available to the intelligence community and using this knowledge to bribe, insider trade, coerce, stalk, harass, violate, and abuse and much, much worse. Overall though in the context of the color coded rooms, these are all simply advancing various narratives and objectives for the various tribes.
