Also further implying that they are convicts. To be more specific, anyone aware of the pros that doesn’t want to join them will be labeled a con and likely watchlisted with the intention of either activating them, imprisoning them, or otherwise bending them to their will.
I have also heard this with the implication that pros are closer to the government and are actually agents, handlers, or assets and cons are those that they have do their dirty work for incentives or contracts. The most directly illegal stuff that would reflect poorly on the government if linked back to them.
