I most often hear this as a very gentle Worry implying they’ll have enough to arrest you later. I treat it more like a Recognition Signal, usually at the end of a conversation, to let me know where they stand. They usually place emphasis of vocal intonation on the catch in: “Catch you later!”
Could also be a primer for a Biological warfare attack they’ll pull on you in the near future or reinforcement for one that has recently occurred.
